Remembering Tara Singh Hayer

18 November marks the 10th anniversary of the first
assassination of a journalist in Canadian history. I hope my colleagues remember the victim's name. Tara Singh Hayer deserves to be remembered alongside such famous martyrs to their craft as Daniel Pearl and Anna Politkovskaya.

Hayer was the publisher of the Indo-Canadian Times, a Punjabi weekly printed in Surrey, B.C. An Indian-born Sikh, Hayer once embraced the cause of Sikh separatism - and even the military struggle to liberate "Khalistan" from India. But he changed his mind in the 1980s, as he saw corruption and terrorism infect the movement. When Sikh separatists bombed Air India Flight 182 in 1985, Hayer's newspaper took sides against the militants.

Three years later, a man walked into his office and shot him twice at point-blank range. Hayer survived. He would spend the next decade, crippled but unbowed, in a wheelchair.

In 1995, Hayer revealed to the RCMP why he'd been targeted. In the Fall of 1985, several months after Flight 182 exploded, Hayer visited his friend Tarsem Singh Purewall at the offices of the newspaper he owned, Des Pardes, in the suburbs of London, England. During the meeting, Purewall received another Canadian visitor: Ajaib Singh Bagri, who would subsequently be tried (and acquitted) for the Flight 182 bombing. According to Hayer's October 15, 1998 statement to the RCMP, Bagri and Purewall recused themselves to a nearby cubicle for a private discussion - but spoke loud enough for others to hear:

"Bagri stayed talking to Purewal for about one hour during which time the subject of the Air India Flight 182 bombing came up. Purewal asked Bagri how he managed to do that. Bagri replied that they (the Babbar Khalsa [separatist group]) wanted the government of India to come on their knees and give them Khalistan." Had Hayer been able to testify at the Air India criminal trial, the infamous 2005 result might have been different. But on November 18, 1998, he was gunned down in his garage - this time fatally - thereby rendering his statement inadmissible.

Purewall, another one-time militant separatist who'd changed his tune after becoming disgusted with the Khalistani movement, was gunned down in 1995 under similar circumstances. The death toll in Air-India Flight 182 is listed as 329. I'd say the real number is at least 331.

Tara Singh Hayer was no saint. Like many publishers in the spectacularly fragmented and gossip-mongering Punjabi-Canadian media, he often went in for petty feuds and personal vendettas. But on the most important issue facing his community, he was utterly fearless. Despite numerous death threats, including open calls for his murder on Punjabi radio, Hayer kept pumping out articles attacking Khalistani Sikhs. How many journalists in this country, or any country, would have the guts to do this - even before they'd been rendered paraplegic by two rounds from a .357?

Ten years later, Hayer's memory has been preserved - at least among journalists and his fellow Sikh Canadians. Vancouver Sun reporter Kim Bolan (who herself has received numerous death threats for her outstanding coverage of Flight 182 and its aftermath) laid the facts out about Hayer in chapters 6 and 7 of her definitive 2005 book Loss of Faith. And in 1999, Canadian Journalists for Free Expression named their Press Freedom Award after the man.

At Sikh temples, where moderates and fundamentalists had for years been engaged in political battles, and even fistfights, Hayer's death galvanized the moderates. More than 2,500 people came to his funeral - including B.C.'s then-Premier. Even overseas, his death made news. Alongside all the other outrages committed in the name of Sikh separatism, Hayer's death helped sink the separatist cause to the point that, in 2008, the Khalistan movement is essentially moribund in the Punjab itself, even if diaspora firebrands continue to bang on about it.

Could Hayer's assassination have been prevented? In Loss of Faith, Bolan suggests the answer may be yes. Following the first attempt on his life, the RCMP ignored or bungled the numerous clues suggesting the hit was part of a larger conspiracy. Moreover, Bolan notes darkly, penetrating radical Sikh organizations brought the police up "against powerful people with connections to the highest political levels in Canada." What Bolan means is that Hayer wasn't just a stick in the craw of Canada's radical Sikhs, but also the slew of cynical politicians who rubbed elbows with all factions of the Sikh community in the sleazy game of ethnopolitics. In December, 1998, just a month after Hayer's funeral, none other than Prime Minister Jean Chrétien appeared at a fundraising dinner attended by Ripudaman Singh Malik and various other Flight 182 suspects. In recent years, Liberal leadership contenders have been encouraged to make the rounds of the country's less reputable Gurdwaras in search of warm bodies to bring to conventions. Even as recently as 2007, B.C. Premier Gordon Campbell, Surrey Mayor Dianne Watts and assorted other politicians attended an openly Khalistani Sikh parade whose participants included well-known alumni of notorious Air-India-era radical groups.

This sort of event is not only a disgrace to Canadian values, but also to the memory of Tara Singh Hayer. A Canadian patriot, he died in the fight against terror and radicalism. Not many of us would be prepared to make that kind of sacrifice. But surely we can at least avoid shaking hands with his enemies.

Mr. Mehta, I think you are confused as to what I wrote below. I have a copy of the book SOFT TARGET and have read it's contents. There is no doubt in my mind who was responsible for the bombing: GOI. Sikhs had nothing to gain from this tragedy. On the other hand GOI wanted to tarnish the image of Sikhs at the international level.

Why we blame.

Thanks Guruka Singh for clarifying. I believe Sikhnet just report the news without endorsement. I think we are entitled to all the sikh related news whether it is in line with my beliefs or not. You are not supposed to filter news based on your opinion or beliefs. I believe you will continue unbiased reporting.

I will not pass judegement here. I note one thing in most of the comments on sikhnet is that we blame every thing on India goverenment even our own actions. Some people who support seperate state in India blames Indian government and there are other people who blame khalistan and all these khalsa groups are creation of Indian Intelligence to weaken sikh so sikhs are never united. I think it is working very well. I think we should blame ourselves.

It has become trend in our community to enforce our rules by force and endorse violence. The idea of discussion and hearing each other viewpoint doesnot exist. I see mikes being taken away from speakers, Harmonium being snatched from stage and fist fights at gurdwaras. If we have no base for our reasoning then we resort to violence to prove other person is wrong. Our comments are filled with hate against another community and even against our fellow sikhs.

I think we should rise and look beyond our own selfish and narrow thoughts. What Gurus wanted us to be?

Well! I'm not surprised to see such anti-khalistan article on Sikhnet using a puppet called Tara Singh to prove that Khalistan is about fanaticism and separatism..... This depicts the insecurity of the anti-sikh forces to see this community growing and flourishing.. Even Rahul Gandhi said a day before in Amritsar "I want 1984 culprits punished" as he can very well see that binding India into a single country is one of the biggest administrative challenges in the world currently as it's not the Sikh community only which has faced the tyranny of GOI centred @ New Delhi. Muslims, Christians, Jains, Budhhists ... all have seen adversity over the Indian subcontinent under the Brahminical hegemony which needs to be checked. There's a very common Indian saying, "Lohe ko loha kaatta hai aur Zehar ko zehar..."(Iron cuts iron and poison cuts poison) This is the strategy used by the GOI every time to cripple the Sikh learedship which is very clear from the post-independence political history of east Punjab.

I really can't comment on this , as investigating authorities are doing there job we should wait for their conclusion rather than concluding our openions ... Indeed this is not the first time the RCMP police officials have succumb to pressure from the GOI to place the blame for this heinous crime on the Sikhs. Directly after the terrorist attack, the GOI was actively pressurizing the RCMP to pin the blame on 'Sikh terrorists' in order to malign the Sikh Cause which was in full swing in Canada, and as the reference above indicates they complied with the pressure. The gross negligence and incompetence of the RCMP throughout the trial has come at price of the reputation of the Sikh people and true justice being delivered to the real culprits behind this horrendous crime against Canadian citizens. In 2005 Justice Ian Josephson confirmed that the evidence that the prosecution was using to implicate the Sikhs in this crime was fabricated and unfounded. Representatives from the Canadian Security Intelligence Service (CSIS) were able to recognize that the GOI had penetrated the Canadian investigation and pin pointed the GOI connection to bombings as the following illustrates. 'The CSIS investigators slowly became convinced that the Indian intelligence service may have played a role in the bombings. And the further they probed, the more their suspicions grew……… So convinced had CSIS become of the GOI connection that, at one Air-India task force meeting, a CSIS agent had seriously suggested that "if you really want to clear the incidents quickly, take vans to the Indian High Commission and the consulates in Toronto and Vancouver, load up everybody and take them down for questioning. Malik also decried the Canadian system of justice for failing to come up with a quick solution to the bombings. "In India we would have had a confession by now. You people have too many civil and human-rights laws," he complained. -Surinder Malik, Indian consul general in Toronto (1985) from SOFT TARGET: How The Indian Intelligence Service Penetrated Canada Evidently the Indian officials in Canada are once again attempting to pressurize the Canadian news agencies into publishing falsified claims pinning the blame for the attack on Bhai Talwinder Singh Parmar just as they did immediately after the terrorist act. A day after the bombings the Globe and Mail publised an article by the Indian consul general in Toronto, Surinder Malik, which attempted to point the blame for the attack on the Sikhs. CSIS investigators were curious as to how Malik was able to explain the details of the attack only sixteen hours after the explosions had occurred. 'Curiously, Malik knew more details about the two blasts than did the police investigators….Malik said that while one of the suspects was booked to Japan, the other was booked to Toronto and onwards to Bombay. He also said that the two checked their bomb-laden bags but did not board the flight themselves. In sum, Malik had painted a scenario of the double sabotage operation that was a near perfect account of what the Mounties would take weeks to fathom. Malik continually fed the Globe information pointing to Sikh terrorists as the source of the bombs. He was behind another story six days after the crash, this one headlined "Air-India pilot reported given parcel by Sikh."….' -extracted from SOFT TARGET: How The Indian Intelligence Service Penetrated Canada Following the sensationalist news reports by Canadian news agencies at the behest of the Indian consul in Vancouver and Indian High Commission in Ottawa, the Sikhs are having to deal with the disinformation campaign that began in 1985 all over again. Presumption of Innocence- A Fundamental Right Obviously the incompetence of Terry Milewski and these other so called 'journalists' lies in their ineptitude in recognizing fundamental legal rights outlined in the Canadian Charter of Rights and Freedoms which states under section 11(d)- "Any person charged with an offence has the right ... to be presumed innocent until proven guilty according to law in a fair and public hearing by an independent and impartial tribunal". This legal right entails that no person shall be considered guilty until finally convicted by a court. The burden of proof is thus on the prosecution, which has to convince the court that the accused is guilty beyond a reasonable doubt. In principle, the defense does not have to prove anything. The Canadian media and the RCMP have instead opted for the authoritarian model with the presumption of guilt with regards to Bhai Talwinder Singh Parmar. Instead of recognizing this fundamental legal right, they have immorally placed the burden of proof of innocence on Parmar who is no longer able to defend himself since he was murdered by Indian police in 1992. If Parmar was in fact a wanted 'terrorist' then why did the Indian authorities not take him to trial? The Indian police admitted that he was in their custody, but instead of bringing him to trial, Parmar became a victim of India's draconian law and was butchered in an extra judicial killing. Indian authorities cremated the body without notifying the Parmar family or the Canadian government, and despite the gruesome nature of his execution, the Canadian government never asked India for a full investigation. It's paramount for the public to realize that the unfounded and ludicrous claims being propagated by the GOI and various Canadian news agencies claiming that Parmar was the 'mastermind' of the bombings are based on the unproved assertions of the RCMP - which is not a court of law, and that these false claims have not been proven in the Canadian Judicial System. The sole agenda behind this disinformation campaign has been to further malign the Sikh Community in Canada and throughout the world and to suggest that the Sikhs are responsible for this crime against humanity and to stigmatize and censor the Surrey Nagar Kirtan. Tara singh Hayer is no martyr

In Sikh faith martyr is who is givin life to cause to Sikh Nation or cause to Sikhs and there struggles , i am sorry that he lost his life that way, but he was puppet of Indian Government , He was flushed with money from the Indian Government to defame the movement of Sikh Nation, We need to distance ourselves from these kinda folks , they are the people who try to point the finger on Mr Inderjit Singh Reyat and others Yet hundreds of million spent on and no conviction , We are blessed that we are here in Canada otherwise we will like 250.000 our brothers and sisters ,kids killed in 1984 yet no justice for Sikh nation, Those were the real martyr of Sikh nation , Sikhnet should never allowed to put his picture on here. Khalistan

firstly, i would like to state that if the members of babbar khalsa did do the canada bombing (which has never been proved because the singhs were killed in hindustani custody, as have many thousands of singhs) then they are not true sikhs and not true babbars. secondly, i grieve the loss of any man as so does the whole sikh nation but the manner in which this article is written is clearly biast stating that the khalistani movement is corrupt and theres no need. what fantasy land is the author living in when in 2008 a dera claiming to be godman is roaming around raping women and killing innocent sikhs in 'OUR' beloved punjab (hindustani occupied). Now if he says that the support of khalistan has died in punjab then he maybe correct as the very few khalistani activities occuring there are being done undercover due to hindustani murderers denying the basic free speach.
